I'm 5'3 and 118 lbs, would it be safe to choose a snowboard that's between 140-145 cm?
or what would be the best length?
could i go as high as 146-148?
Snowboard size depends on weight, height, riding style and experience - also personal preference. Use a snowboard size calculator to get a rough idea what size you should be looking for:

For a rider your size who is a beginner, 140 - 143 would be the best size - maybe a little shorter if you are sure you want to ride in the park, maybe a little longer if you are still growing and want to grow into a board.
Look at Ride, K2 and Roxy. The K2 Luna and K2 Skyla - these are favorites. There are still some pre-season deals out there but they are going fast:
