Consider the triangle from the light, to the man's head, back to the pole. h = 9, b = 40. tan(A) = 9/40, angle is 12.68 degrees.
The triangle from the light to the shadow tip, back to the base then has h = 15, angle is 12.68 (by like triangles), so b = 15/tan(12.68) = 66.66ft.
If he is going 7 ft/s and went 40 ft, it took 5.71 seconds.
So his shadow has gone 66.66 ft / 5.71 seconds - the shadow is moving at 11.66 ft/s.
